EURORDISと日本難病・疾病団体協議会（JPA）が提携を発表

JPAと欧州希少疾患協議会（EURORDIS）は、国際医療重点分野における希少疾患領域の発展に向けた日欧患者支援を目的とし、2013年に5月26日に連携覚書（MOU）に署名した。両組織は支援活動の現状に関する情報を共有するとともに、日欧の希少疾患患者・患者会間の理解および連携を促進する。
「EURORDISとJPA間でMOUに署名できることをとても光栄に思います。」JPA代表理事である伊藤は締結の場でコメントした。「私たちは日本および欧州に在住する希少疾病患者の生活を改善することを目的としてともに協力したいと思います。」

Le Cam氏は述べた。「この連携は、希少疾患患者会の国際活動を発展させ、疾患の原因究明を全世界的に行ううえでの重要かつ新しい第一歩となるでしょう。」
EURORDISは、希少疾患分野の患者会および個人による患者主導型連合体である。設立目的は,欧州で希少疾患を持ちながら生活する方たちにおける強固なネットワーク構築、欧州レベルでの声の統一化、および希少疾患に関する情報・サービス・診断・治療・研究促進等へのアクセス改善による希少疾患のおかれている状況に対する直接・間接的な活動である。EURORDISは1997年に設立され、会員およびAFM-Telethon（在仏筋ジス患者会）、EC、賛助団体等により発展してた。EURORDISの会員は現在52か国・571組織に広がっており、約3000万人の声を拾い上げている。EURORDISは既に2009年にNORD（US
National Organization for Rare Disorders）と、2012年にCORD（ the Canadian Organization
of Rare Disorders）と同様の契約を締結しており、欧州―北米間の国際連携促進を開始している。
JPAは2013年1月にNORDと同様の契約を締結しており、日本―米国間の国際連携活動を既に開始している。今回の連携を受け、当該分野における国際社会での活動をますます活発化させるとともに、国内患者会に対する海外状況に関する知見の提供を積極的におこなっていく。

EURORDIS and Japan Patients Association join forces

EURORDIS and the Japan Patients Association (JPA) signed a Memorandum of
Understanding on 26 May 2013, bringing patient advocates from Europe and
Japan together to promote rare diseases as an international health priority.
The two organisations will share information on advocacy initiatives and
seek ways to increase understanding and communication between rare disease
patients and organisations in Europe and Japan.
“It's a great pleasure and honor to sign this Memorandum of Understanding
with EURORDIS and the JPA,” said JPA President Tateo Itoh. “We … come together
to improve the lives of patients affected by rare diseases living in Japan
or Europe.”
“We, at EURORDIS, very much value our relationship with JPA and this new
partnership,” added EURORDIS Chief Executive Officer Yann Le Cam. “This
is an important new step in creating a global movement of rare disease
patient organisations and in promoting the cause of people living with
rare diseases internationally.”
JPA, a non-profit umbrella organisation established in 2005, focuses on
rare and intractable diseases (“Nanbyo” in Japanese), and has approximately
300,000 members from 72 organisations. The JPA signed a Memorandum of Understanding
with the US National Organization for Rare Disorders (NORD) in January
2013. EURORDIS signed a Memorandum of Understanding with NORD in 2009 and
with the Canadian Organization of Rare Disorders (CORD) in 2012.
This latest agreement between the JPA and EURORDIS reiterates the significant
global benefits gained by collaboration.

MOUは、契約書とは異なり、組織間の合意・了解事項を記した文書であり、当事者間の決意を整理するものといった意味合いで使われることが一般的です。
海外・国内を問わず、交渉の期間が長期に渡るような重大な契約は、様々な紆余曲折を経て締結に至ります。この間、様々な契約条件を取り決めていくことになります。
MOUは、交渉の過程で段階的に決まっていく契約条件をお互いに確認する文書です。
つまり、「今回の交渉では、とりあえずこの点について合意しました」という形で記録に残しておく文書です。ただし、一般的には 法的拘束力がない前提でサインをするケースが多く、今回もそれにあたります。今回は、まずは両国患者協議会代表としてJPAとEURORDISが連携をしますよ！という決意表明をおこなったうえで、後日あらためて個別事例に関する契約を締結する、という流れになります。 |
